Definition of Omnibus Bill

An omnibus bill is a government bill that seeks to repeal, amend or enact more than one act, yet does not contain a common element that connects its various provisions, or that seeks to link unrelated matters under one bill.

A bill can only become law once it has been approved by Parliament and received royal assent.

Purpose of Omnibus Bill Checklist

Use this Omnibus Bill Checklist to identify omnibus bills and critically assess an omnibus bill's structure, content of its provisions, and potential social, legal or procedural implications.

Usage of Omnibus Bill Checklist

This Omnibus Bill Checklist contains a section for listing general information about a bill. There are then nine tables to complete:

· Table 1 provides questions to assist with identifying an omnibus bill.

· Tables 2-8 provide questions, assessments, and considerations to assist with understanding the purpose the omnibus bill and spotting potential issues or implications.

· Table 9 provides questions and considerations to complete a critical evaluation of the omnibus bill.
